Pino Arlacchi (S&D ), in writing . − I voted for this report because I believe that the review of the European neighbourhood policy creates an opportunity for the EU to meet its objectives and to acknowledge the mistakes of EU and Member States’ policy with regard, in particular, to the complacent approach towards the former tyrannies of the southern neighbourhood. It is fundamental to stress that the ENP is based on shared values such as democracy, the rule of law, the fight against corruption and good governance.

Pino Arlacchi (S&D ) - Mr President, we are starting to gain an appreciation of the effects of the sanctions aimed at crippling the efficacy of the Syrian regime. Many opposition leaders have welcomed the sanctions as a means to cut off the government’s ability to maintain its massive security apparatus, but many observers have also stressed the damage that some of the sanctions are doing to the Syrian people, with skyrocketing prices for basic foodstuffs and the rapid devaluation of the Syrian pound.

Pino Arlacchi (S&D ), in writing . − The EU and the US should increase their cooperation in order to promote peace, in particular in the Middle East, and to support emerging democracies in North Africa. It is of primary importance for the EU and US to push for a resumption of direct negotiations between Israel and the Palestinians in full compliance with international law, leading to a two-state solution on the basis of the 1967 borders and with Jerusalem as capital of both states.

Pino Arlacchi (S&D ), in writing . − I voted for this resolution because it stresses the fact that mobilising domestic resources in partner countries is the key to sustainable development. I expect the Fourth High-Level Forum on Aid Effectiveness to produce tangible results as regards more effective aid. Despite the progress noted by the EU Accountability Report 2011 on Financing for Development, Member States must take urgent steps in order to honour their commitment to give 0.7% of their GNI, and they also should improve their donor coordination, joint programming and the division of labour in the field.

Pino Arlacchi (S&D ), in writing . − I voted in favour of this report because demographic change is creating new possibilities for some regions in the world and, instead of being viewed purely as a threat, it should also be seen as an opportunity. The support provided by the cohesion policy instruments should be carefully examined and exploited in an appropriate manner. The impact of demographic change varies substantially from region to region, depending on whether it is rapid or slow and whether the region concerned is a region of net immigration or of shrinking population.

Pino Arlacchi (S&D ), in writing . − I voted for this report because it clearly reaffirms the commitment made by the EU at the start of the Lisbon Strategy to have ‘a decisive impact on the eradication of poverty’. I would like to underline that it is impossible to reduce poverty or to boost inclusive growth if nothing is done to combat inequality and discrimination, or if there is no solidarity with the weakest groups in society. We should also consider that the most vulnerable groups, such as the elderly and people with disabilities, have been those most severely affected by the financial, economic and social crisis.
