Pino Arlacchi - Mr. President, I voted for this resolution because it expresses our serious concerns over the allegations of the US authorities spying on the EU institutions, through bugging of the offices, use of electronic implants and antennae, and the infiltration of email and telephone networks. If the allegations prove to be true, it would be an extremely critical matter which will have a severe impact on EU-US relations. Moreover, although a formal explanation was asked to the US authority, no satisfactory answer was given jet.
I believe that we have the right to speedily receive a full clarification and further information from the US authorities. We must also underline that this type of interception cannot be justified within the scope of anti-terrorism or national security measure therefore, if the allegations are proved correct, this should be considered a violation of International Law, and specifically the Vienna Convention on Diplomatic Relations.
