Pino Arlacchi (S&D ), in writing . − I fully support this report because it strengthens the control of trade of drug precursors, especially of the acetic anhydride which is often used to illicit production of heroin. I value of utmost importance the creation of an EU system of licensing and registration, able to monitor the trade of such substances, which are widely used for different legal industrial processes, but which can also be misused by criminals. The harmonisation of the licencing requirements across the EU is essential for preventing market fragmentation and illegal transaction. In addition I hope that an effective EU action in this field will encourage other regions in the world to follow the EU's example.
