Pino Arlacchi (S&D ), in writing . − I voted for this resolution because I totally support the request to suspend the Agreement between the European Union and the US on the processing and transfer of Financial Messaging Data for the purposes of the Terrorist Finance Tracking Program. I strongly believe that any transfer of personal data must comply with EU and Member State law and with fundamental rights obligations, including those relating to privacy and data protection.
Pino Arlacchi (S&D ), in writing . − I fully support this report because it strengthens the control of trade of drug precursors, especially of the acetic anhydride which is often used to illicit production of heroin. I value of utmost importance the creation of an EU system of licensing and registration, able to monitor the trade of such substances, which are widely used for different legal industrial processes, but which can also be misused by criminals. The harmonisation of the licencing requirements across the EU is essential for preventing market fragmentation and illegal transaction. In addition I hope that an effective EU action in this field will encourage other regions in the world to follow the EU's example.
Pino Arlacchi (S&D ), in writing . − I strongly support this report because after many years, we finally got the opportunity to extensively discuss and condemn the human right violations in Western Sahara. This report is really though in stressing the Sahrawi's right on self-determination and the need to organize a referendum.
Pino Arlacchi (S&D ), blue-card question . – Mr Van Orden, you say – and I agree – that dictators only understand force or the threat of force. So, in the case of the other dictators left after Assad, what if instead of being discouraged by an attack they start doing exactly the opposite, and go into the nuclear game, if they have nuclear weapons, just as a way of being sure of not being attacked?
Pino Arlacchi (S&D ). - Mr President, the military coup of July left Egypt in a very unstable dangerous situation. There were more than 1 000 victims and many more injured. I do not like the Muslim Brotherhood and similar groups but I am also firmly convinced that any act of exclusion against a political force that accepts democracy in Egypt is wrong in itself and it can only lead to increased radicalism. Indeed, the only way to build a sustainable democracy in Egypt is the path of national reconciliation and an inclusive political process. Moreover, the EU should not penalise the Egyptian population by suspending our aid to their country. The EU should proceed with establishing an EU mechanism providing legal and technical assistance to Arab Spring countries in the process of asset recovery.
Pino Arlacchi (S&D ), in writing . − Mr. President, I voted in favour of the proposal of the European Parliament because any person anywhere in the EU people will have the right of access to a lawyer as soon as possible after the moment they are questioned by the police or deprived of their liberty in order to be able to exercise their rights of defence. I believe that all European citizens must have the security to benefit from the same guarantees in all Member States. In addition, thanks to this proposal, in a change to the current proceedings in many EU countries, the suspect or detainee's lawyer will be entitled to play an active role and intervene during the questioning, also for people suspected of being involved in terrorist activity.
A strategy for fisheries in the Adriatic and Ionian seas (A7-0234/2013 - Guido Milana)
Pino Arlacchi (S&D ), in writing . − Mr. President, I voted in favor of this resolution because I believe that is important to establish a new EU strategy on fisheries and aquaculture in the Adriatic-Ionian sea basin. This will give a major boost to the development of sustainable economic activities and will have a beneficial effect on coastal communities and adjacent inland areas. I also would like to underline that by developing the aquaculture sector in the Adriatic-Ionian coastal regions could generate non-seasonal jobs which are heavily dependent on the summer tourist trade giving a significant boost to employment in the area.
Pino Arlacchi - Mr. President, I voted for this resolution because it expresses our serious concerns over the allegations of the US authorities spying on the EU institutions, through bugging of the offices, use of electronic implants and antennae, and the infiltration of email and telephone networks. If the allegations prove to be true, it would be an extremely critical matter which will have a severe impact on EU-US relations. Moreover, although a formal explanation was asked to the US authority, no satisfactory answer was given jet.
Pino Arlacchi, on behalf of the S&D Group. – Madam President, I am the rapporteur for the EU-Afghanistan cooperation agreement. We asked for its addition at this point on the agenda because, despite the obligation to inform Parliament at all stages of the negotiation, we have not been properly informed. On several occasions, together with the shadow rapporteurs, we indicated the priorities we would like to see included in the agreement but unfortunately we have not received any significant feedback.
